Haryana’s Rooftop Solar Expansion Faces Loan and Documentation Challenges Under Surya Ghar Scheme

Haryana's ambitious rooftop solar expansion under the Pradhanmantri Surya Ghar Muft Bijli Yojana has recorded notable progress, but implementation is being hampered by financing and documentation-related challenges.

According to official data, the state has issued a total of 81,735 rooftop solar connections under the scheme so far. Dakshin Haryana Bijli Vitran Nigam (DHBVN) has released 36,130 connections against its target of 1.22 lakh installations, while Uttar Haryana Bijli Vitran Nigam (UHBVN) has issued 45,605 connections compared to its target of one lakh.

During a recent review meeting, Vikram Singh, Special Energy Secretary and Managing Director of the state's distribution companies (DISCOMs), highlighted key obstacles affecting the pace of rooftop solar adoption.

One of the primary concerns identified was the difficulty faced by applicants seeking loans for smaller rooftop solar systems in the 2–3 kW category. Many consumers encounter challenges due to stringent CIBIL score requirements, extensive documentation procedures, and lengthy loan approval timelines. Similar delays have also been reported for larger rooftop solar installations.

To address these issues, banks have been advised to simplify ownership verification processes, reduce paperwork requirements, and expedite loan sanction approvals. The move is expected to make rooftop solar financing more accessible and improve consumer participation in the scheme.

The review meeting also emphasized the need for stronger coordination among stakeholders. DISCOMs have been directed to clear pending applications promptly, ensure the quality of rooftop solar installations, and improve overall project execution through regular monitoring and monthly review mechanisms.

As part of its broader renewable energy strategy, Haryana is planning to solarise all government buildings, offices, and institutions by 2026–27. The initiative aims to lower electricity costs, improve energy efficiency, and accelerate the adoption of decentralized clean energy systems across the state.

The Pradhanmantri Surya Ghar Muft Bijli Yojana is a flagship initiative designed to encourage residential rooftop solar adoption through financial incentives and subsidies. Haryana's efforts under the scheme are expected to contribute significantly to the state's renewable energy goals while reducing dependence on conventional power sources.

Industry experts believe that streamlining financing processes, simplifying documentation requirements, and improving coordination among financial institutions, DISCOMs, and consumers will be crucial to achieving the state's rooftop solar targets in the coming years.
