Kuwait Powers Up: Expanding Solar for a Sustainable Future
Kuwait has initiated bidding for a 0.5-gigawatt solar PV project under the Al Dibdibah Power and Al Shagaya Renewable Energy Phase III initiative, advancing the country’s clean energy ambitions.
The project will operate as an Independent Power Project (IPP), supplying electricity to the Ministry of Electricity through a 30-year power purchase agreement (PPA). The Kuwait Authority for Partnership Projects (KAPP) has invited six international consortia—led by Jinko Power, Masdar, Tianjin Zhonghuan, EDF Renewables, ACWA Power, and Swift Current—to submit proposals. Contractors including TotalEnergies Renewables, Limak Yatirim Enerji, and Kalyon Enerji have also qualified for the project.
The winning bidder will be responsible for the development, financing, construction, and operation of the project under Kuwait’s Public-Private Partnership (PPP) model, where 26–44% equity is held by a strategic partner, 50% by citizens, and the remainder by the government.
Kuwait’s solar initiative aims to expand renewable energy capacity, address rising electricity demand, and mitigate ongoing power shortages, reinforcing the nation’s commitment to a sustainable energy future.
